Jig Material Identification

This jig is call a "Rufus" jig, I'm trying to find out that the feather material is. I think it is some kind of hackle I'm not too sure. Thanks in advance, also delete if not allowed

Yup. If anything, it looks to be maybe the feathers from the top half of the cape with less webbing.

What could be the best hackle for this

you can use regular neck hackle or saltwater neck hackle
The saltwater is normally wider webbed which will give you a fuller looking jig with great action.
