There is already sites that do this. Different fishing clubs, magazines, tv shows. You can get on their mailing lies (e-mail) and they will send you your notice of when to do it. Some also will ask your zip code and hook you right up with your Washinton rep. I'll try to dig up some of the sites for you.

Once you hit the Fish America Site they'll list your States senetors and congressman WRITE THEM AND KEEP WRITING THEM!!!!!!!!!! And you starting a petition would be a waste of time - sign on to the ones already happening.
There's a bill in Congress right now addressing all this and it's not just fishing but includes hunting and folks who reload. It's called the Sportsmans Heritage Act of 2012 http://keepamericafishing.salsalabs.com/o/6394/p/dia/action/public/?action_KEY=4067
