Description says they are clearing out shop and they are selling a lot of skirt material also. The tag on the slider looks like it's there to attach skirts on. I vote for some kind of river fishing in the mid-west. Location says Illinois.

Bought some skirt tabs from them a couple weeks ago. Bought 200 chartreuse/black skirt tabs for $10, enough for thousands of jigs.

those two smaller sizes would work great in imitating the old pinkie jig, tied with kiptail, they would hang horizontally under a float too.
