There is a guy at one of the Indiana Boards I visit who makes something similar from silverware. He uses the blades from butter knives to make a blade bait by cutting off the handle, grinding it smooth, drilling holes for rings and hooks, and even powder painting the blades. These work pretty well for largemouth bass in my area at about this time of year.

In your case above, the handle is used. Very interesting!
