I've only used pro tec glow and have good experiences with it. In my opinion how you charge it is more important. I use the flashlight app on my phone. Works way better than a regular flashlight.

Get a mirror or pane of glass - table spoon - card or single edge razor. Dump your paint on it, with the back side of the spoon, crush the paint. Sift & then scoop up the paint and put it back in your container.
A flour sifter would probably work also.

Another option for a super glow effect is to use phosphorus powder and epoxy or fingernail polish. You really have watch your mixing ratios. Something about the powders that suck up all the VOCs (volatile organic compound - stuff that makes the FP dry) and makes your mixture thicken up quick. If you go that route - just mix what you are going to use. If you use the epoxy you will probably have to use a drying wheel.
